DRM should be free to use (as a client).

Lol not by a long shot. Major DRM's accepted by content owners need to certify each device. For example, some Samsung devices might get certified and others wouldn't be. It's a combination of both hardware and software. If anything is off, you can't view the encrypted content. The process is time-consuming (especially for the little guys) and expensive.
